Mr. Gerry Murray

Mr. Gerry Murray is the Chief Executive of Institutes of Technology Ireland (IOTI). The Institutes of Technology are flexible and dynamic higher education institutions that offer a range of education and training programmes from Certificate/Diploma level through to PhD. The IOTI company was established by thirteen of Ireland’s Institutes of Technology to bring a strategic focus to their collective interests, and to act on their behalf in relation to their national and international priorities.

Prior to joining IOTI, Gerry spent 12 years in senior posts in Ireland’s Department of Education and Science. As Head of the Department’s Planning and Building Unit in the late 1990s, Gerry reformed the system of capital funding of schools and introduced the Public-Private Partnership (PPP) process to the education sector. In this process, the private sector took responsibility for designing, building, financing and maintaining education infrastructure thereby allowing education specialists to focus on their core education business. In 2001, the Irish Business and Employers Confederation (IBEC) awarded Gerry with the ‘Person of the Year’ award for his pioneering work on Public-Private Partnerships.

Between 2002 and 2004, he successfully filled his role as special adviser to Ireland’s Minister of Education and Science, and subsequently had responsibility for the Higher Education Policy & Skills Division of the Department. During that period, Gerry oversaw the preparation and enactment of legislation which reformed the governance and management of the Institutes. Gerry initiated the Public-Private Partnership process in the education sector in Ireland and has served on a number of Expert Groups including Ireland’s Expert Group on Future Skills Needs.

Gerry holds a Master’s Degree in Business Administration from Fordham University, USA and has completed an Education Policymakers Course at Boston College, USA. He also holds a Bachelor’s Degree in Public Administration (Economics, Politics, Law and Sociology) from the Institute of Public Administration in Ireland.
